Kong: Give AES a chance

PUTRAJAYA: Transport Minister Datuk Seri Kong Cho Ha, who is facing a barrage of criticisms over the Automated Enforcement System (AES), says its detractors should give the system a chance to work.
Defending the system, which is currently installed in 14 locations in Perak and Klang Valley, he said the Government had studied the issue since 2003 following high accident and road-related deaths in the country.
It felt the AES is one of the best ways to make people more responsible on the road, he said here yesterday.

“When the AES was first implemented in other countries, there was also backlash but people later accepted it when it helped to reduce accidents and deaths on the road.

“Since the AES was implemented on Sept 23, motorists have become more careful, with traffic violations reduced by as much as 60% in the first two weeks of going live.

“It has created an awareness and, hopefully, this will contribute towards the country being a law-abiding society,” he said.

Dismissing criticism of the system, Kong, who is Lumut MP, said the AES had strong support from the people.

“As an MP, I've seen many accident victims. Many are wheelchair-bound or bedridden.
“Their families are angry.

“Why are people not thinking of this when they voice their objection towards the system?” he asked.
Taking to task the Pakatan Rakyat-ruled states of Selangor, Penang, Kedah and Kelantan over their objections to the AES, he questioned: “Is it fair to jeopardise the safety of road users by playing politics?”
When asked whether the AES can be abused to get errant VIP drivers off the hook, he quipped: “I doubt the cameras are intelligent enough to do that.”

In PORT KLANG, Kong said the Government did not do anything unusual in outsourcing the AES to private companies.

“It is common practice. Many countries do this. The purpose is to enforce and maximise the use of manpower and expertise in the field.

“Hence, what the Government did is not unusual,” he told reporters at a World Maritime Day event at the marine department.

“It is all about road safety and should not be politicised,” he said, adding that it was unfair to go against something that is good for the country.

AES cameras not installed by RTD due to lack of expertise, says minister

KUALA LUMPUR, Nov 1 — Transport Minister Datuk Seri Kong Cho Ha today defended the awarding of the controversial Automated Enforcement System (AES) cameras to private companies, saying that the project is costly and the Road Transport Department (RTD) lacks the expertise.

“It was not given to RTD because of the high cost and they don’t have the expertise,” Kong said.

“The process of giving installation rights to external parties is not new; it is also done by other countries.”

Kong (picture) declined to comment on reports that Umno leaders have demanded for the deferment of the nationwide AES scheme.

“I cannot comment on that matter, but as far as I know Umno only wants explanations and not delays.

“Regarding the opposition who said the issuing of AES summonses is against the law, that matter can be brought to court,” he said.

Kong also criticised Pakatan Rakyat (PR) for its plans to suspend the installation of AES cameras in the four states governed by the coalition, describing it as an irresponsible action.

“The opposition’s move proves that they don’t prioritise (mementingkan) their people. AES is intended to reduce accidents and reduce deaths on the road,” the MCA leader said.

On Tuesday, PR said it would suspend approval for the AES in Penang, Selangor, Kedah and Kelantan to allow for further discussions and public feedback.

Penang Chief Minister Lim Guan Eng yesterday said that PR’s move would mean that 331 out of the planned 831 cameras under the nationwide AES scheme will not be installed.

The AES cameras, which detect speeding motorists and those who beat traffic lights, is in its pilot phase, with 14 installed in Perak, Kuala Lumpur, Selangor and Putrajaya.

Pro-AES protest

GEORGE TOWN: A group of some 200 people gathered at Komtar here this afternoon to voice their support for the implementation of Automated Enforcement System (AES) cameras in Penang.

The group, made up of family members and friends of accident victims, urged Chief Minister Lim Guan Eng to quit playing politics with the issue.

A spokesperson for the group, retiree G. Seamreasan, 57, said the cameras should be fixed in Penang to deter young drivers from speeding.

He said accidents due to speeding drivers were happening too often.

"We should have them. Even if the summonses imposed are high, they should not be made an excuse.

"The point is to make drivers wary of how they drive. If they are afraid of getting summonses, they will drive according to the speed limit," he said.

Members of the group also held up banners telling Lim not to play politics with people's lives, which were more valuable than votes.

Kong: Outsourcing AES operation a common practice elsewhere

PORT KLANG: Outsourcing the operation of Automated Enforcement System (AES) cameras to private companies is a common practice, said Transport Minister Datuk Seri Kong Cho Ha said.

"Many countries do this. The purpose is to enforce and maximise the use of manpower and expertise in the field.

"Hence, what the Government did is nothing unusual or peculiar," he told reporters during the World Maritime Day 2012 at the Marine Department here Thursday.

He was commenting on the Government's reason for granting a five-year contract to two private firms to manage the AES cameras.

Kong also reiterated his call to not politicise the installation of AES cameras, saying that those who were against it were the ones who did not care about road safety.

"In Selangor, there are over 1,000 accidents while Penang and Kedah recorded more than 500 accidents per year. So, I think it is really unfair to go against something that is good for the country," he said.

The system has been a subject of controversy since its launch on Sept 22, which saw the operation of 14 cameras nationwide.

Asked to comment on Barisan Nasional Backbenchers Club (BNBBC) deputy chairman Datuk Bung Mokhtar Radin and several DAP leaders' call to defer the AES, Kong refused to comment.
