Over 1,000 AES cameras to be installed nationwide

Thought the whole thing had slipped away into the background? Apparently not. The Ministry of Transport has revealed that as many as 1,079 Automated Enforcement System (AES) cameras are to be installed around the country, says a report by The Malaysian Insider.
In a written reply to a question from Segambut MP Lim Lip Eng at the Dewan Rakyat, the ministry said that the locations of the cameras have yet to be identified, but will be determined by the Malaysian Institute of Road Safety and Research (MIROS) soon.
“(Translated) As many as 1,079 AES cameras have yet to be installed nationwide. MIROS is identifying accident-prone areas using a more detailed set of criteria based on the latest national road accident statistics.”
The written reply also revealed that as of June 11 this year, the government had collected RM20 million in fines from the 673,339 summons issued.
“(Translated) 628,045 of the summons issued were for speeding while the remaining 45,294 were for traffic light violations. The compound collected for the same period totalled RM20,020,500,” the ministry said.
The RM700 million AES project began with 14 cameras in the pilot phase, but the Road Transport Department (JPJ) has pledged to increase the number of cameras by the end of 2013.

673,339 saman AES telah dikeluarkan

KUALA LUMPUR 16 Julai - Jabatan Pengangkutan Jalan (JPJ) telah mengeluarkan sebanyak 673,339 saman Sistem Penguatkuasaan Automatik (AES) sehingga 11 Jun lalu.

Pemangku Menteri Pengangkutan, Datuk Seri Hishammuddin Tun Hussein berkata, daripada jumlah saman tersebut JPJ menerima sejumlah RM20 juta kompaun bagi tempoh yang sama sejak AES dikuatkuasakan pada September tahun lalu.

"Sehingga kini, agihan hasil kutipan bayaran saman AES sehingga 15 Mei lalu adalah sebanyak RM13.5 juta bagi syarikat konsesi terbabit dan RM3.4 juta untuk kerajaan berdasarkan formula tiga langkah yang telah dipersetujui dalam perjanjian konsesi tersebut," katanya dalam jawapan bertulis pada sidang Dewan Rakyat hari ini.

Beliau menjawab soalan Sim Tong Him (DAP-Kota Melaka) mengenai bilangan AES yang dipasang, jumlah saman yang dikeluarkan dan jumlah bayaran yang berjaya dikutip.

Menurut Hishammuddin, setakat ini sebanyak 14 kamera AES telah beroperasi di lokasi yang telah ditetapkan di seluruh negara kecuali di Melaka yang masih dalam proses mengenal pasti lokasi pemasangan yang sesuai.

1,079 kamera AES akan dipasang di seluruh negara

Kementerian Pengangkutan hari ini mendedahkan, sebanyak 1,079 kamera perangkap kelajuan kontroversi Sistem Penguatkuasaan Automatik (AES) akan dipasang seluruh negara.
Dalam jawapan bertulis daripada soalan Ahli Parlimen Segambut Lim Lip Eng di Dewan Rakyat, lokasinya belum dikenal pasti tetapi bakal ditentukan oleh Institut Penyelidikan Keselamatan Jalan Raya (MIROS).
"Sebanyak 1,079 kamera AES masih belum dipasang di seluruh negara.
"MIROS sedang mengenal pasti lokasi kawasan kerap kemalangan berdasarkan kriteria lebih terperinci menguna pakai data kemalangan kebangsaan yang terkini," kata jawapan bertulis Kementerian Pengangkutan.
Jawapan bertulis kementerian itu juga menyatakan kerajaan mengutip RM20 juta daripada 673,339 saman yang dikeluarkan sehingga 11 Jun 2013.
"Sehingga 11 Jun 2013, sebanyak 628,045 kesalahan memandu melebihi had laju dan 45,294 kesalahan tidak mematuhi lampu isyarat merah.
"Jumlah kutipan kompaun yang diterima bagi tempoh sama ialah RM20,020,500," kata kementerian lagi.
Putrajaya, bagaimanapun enggan mendedahkan terma dan syarat perjanjian konsesi berikutan ia dokumen terperingkat/rahsia dan tidak dapat dinyatakan dalam Dewan Rakyat.
Projek swasta bernilai RM700 juta itu bermula dengan 14 kamera dalam fasa percubaan tetapi JPJ berikrar melancarkan lebih banyak kamera menjelang akhir 2013. - 17 Julai, 2013.

Transport Minister: No need for legal amendments to implement AES

SHAH ALAM: There is no need for legal amendments to implement the Automated Enforcement System (AES), said acting Transport Minister Datuk Seri Hishammuddin Tun Hussein.

He said a meeting was held recently with all stakeholders involved with the AES and three to four options had been put forward on the implementation of the system.

The stakeholders included the Attorney-General, police and concessionaire as well as the views of the public.

Hishammuddin admitted that there were some weaknesses in the AES when it was first launched, but the intention of introducing the system should continue to be highlighted.

"It is not necessary to amend the law. Isssues which had been raised, whether positive or negative, should not divert our attention from the intention (of AES). 

"Maybe there were some restrictions or weaknesses, but the priority is road safety," he told reporters after launching the new design of the Malaysian driving licence at the Road Transport Department (JPJ) here.

The introduction of the AES late last year had been controversial. The AES captures pictures and video images of cars speeding or jumping a red light in targeted areas and issues summonses accordingly to offenders.

Early this year, the Attorney-General's Chambers decided to freeze all court proceedings related to summonses issued under the AES after legal concerns were raised by certain quarters.

Penerima saman AES perlu jelaskan kompaun

KUALA LUMPUR -- Saman AES masih berkuat kuasa meskipunproses pendakwaan mahkamah ditangguh, kata pemangku Menteri Pengangkutan Datuk Seri Hishammuddin Tun Hussein.
  
"Ini bermakna pemandu yang menerima saman AES masih perlu menjelaskan
 kompaun yang dikenakan kepada mereka," katanya dalam jawapan bertulis kepadasoalan Teresa Kok Suh Sim (DAP-Seputeh) di Dewan Rakyat hari ini.
  
Hishammuddin berkata saman itu perlu dibayar kerana notis yang dikeluarkan
 kepada pesalah adalah mengikut peruntukan undang-undang.
  
Beliau berkata antara 14 lokasi di Kuala Lumpur dan Selangor yang terdapat  
penguatkuasaan AES setakat ini ialah Kilometer 375.9 Lebuhraya PLUS-Slim River (arah utara), Kilometer 7 Jalan Maharajalela, Teluk Intan (arah ke Bagan Datoh), Kilometer 91 Jalan Ipoh-Butterworth (arah ke Selatan), Kilometer 26 Jalan Ipoh-Kuala Lumpur (arah ke Selatan) dan Kilometer 204.6 Lebuhraya Klang Lama (persimpangan Jalan Sepadu) serta Jalan Lebuh Sentosa di Putrajaya (Kajang menuju PICC). - Bernama
